&lt;p class="MsoNormal"&gt;&lt;span&gt;Miller-Valentine is requesting bids for the Nia Heights project in Toledo, Ohio, a 16-unit scattered site of single family homes.&lt;span&gt;  &lt;/span&gt;&lt;strong&gt;MBE’s registered with the City of Toledo are encouraged to participate.&lt;/strong&gt;&lt;span&gt;  &lt;/span&gt;Construction is scheduled to commence in summer of 2010 and will finish within 12 months.&lt;span&gt;  &lt;/span&gt;This is a formal request for competitive bids for work and / or supply of materials for this project.&lt;span&gt;  &lt;/span&gt;Pricing is expected to be guaranteed for the length of the entire project.&lt;span&gt;  &lt;/span&gt;Please note this project is governed by Davis Bacon Residential prevailing wage rates.&lt;/span&gt;&lt;/p&gt;

&lt;p class="MsoNormal"&gt;&lt;strong&gt;&lt;br/&gt;At one time, Libbey High School had so many students that the young scholars had to be scheduled in shifts. &lt;/strong&gt;&lt;/p&gt;
&lt;p class="MsoNormal"&gt;&lt;strong&gt;That was 1959, and Libbey&amp;#8217;s brick walls bulged with 2,382 students. &lt;/strong&gt;&lt;/p&gt;
&lt;p class="MsoNormal"&gt;&lt;strong&gt;In recent years, though, some school officials have said the near-600 young people trickling in from the aging South Toledo neighborhoods near Libbey just don&amp;#8217;t justify the cost of maintaining the sprawling structure. &lt;/strong&gt;&lt;/p&gt;
&lt;p class="MsoNormal"&gt;&lt;strong&gt;The Toledo Board of Education voted 3-2 Thursday night to find money to keep the school open. &lt;/strong&gt;&lt;/p&gt;
&lt;p class="MsoNormal"&gt;&lt;strong&gt;Built with an imposing five-story facade in 1923 at a cost of $1.5 million, Libbey became the third high school in Toledo, joining Scott and Waite. &lt;/strong&gt;&lt;/p&gt;
&lt;p class="MsoNormal"&gt;&lt;strong&gt;It was named after one of Toledo&amp;#8217;s greatest industrialists and benefactors, glass industry pioneer Edward Drummond Libbey, who died three years after it was built. &lt;/strong&gt;&lt;/p&gt;
&lt;p class="MsoNormal"&gt;&lt;strong&gt;An online history maintained by the Libbey High School Alumni Association says the 35-acre site at 1250 Western Ave. was &amp;#8220;exceptionally large.&amp;#8221; Mr. Libbey contributed $35,000 to alter the course of Swan Creek and fill in land behind the school site. &lt;/strong&gt;&lt;/p&gt;
&lt;p class="MsoNormal"&gt;&lt;strong&gt;In 1927, his widow, Florence Scott Libbey, gave another $50,000 to build the school a football stadium. A field house was added in 1955, followed by the skill center in 1976. &lt;/strong&gt;&lt;/p&gt;
&lt;p class="MsoNormal"&gt;&lt;strong&gt;The opening of Bowsher High School in 1962 about two miles southwest took a big bite out of Libbey&amp;#8217;s enrollment. &lt;/strong&gt;&lt;/p&gt;
&lt;p class="MsoNormal"&gt;&lt;strong&gt;Libbey&amp;#8217;s alumni filled the ranks of Toledo leadership - among them former Toledo City Councilman Betty Shultz, retired WTOL-TV, Channel 11 sportscaster Orris Tabner, retired Lucas County Common Pleas Judge Ronald Bowman, and sitting Lucas County Common Pleas Judge Charles Doneghy. &lt;/strong&gt;&lt;/p&gt;
&lt;p class="MsoNormal"&gt;&lt;strong&gt;Thanks largely to the appeals of students and alumni, the school has survived while others have been closed as Toledo&amp;#8217;s school enrollment has dwindled. &lt;/strong&gt;&lt;/p&gt;
&lt;p class="MsoNormal"&gt;&lt;strong&gt;But Libbey&amp;#8217;s likely fate was sealed in 2002 when voters approved a levy to help finance an $821 million school reconstruction program, with Libbey on the demolition list. &lt;/strong&gt;&lt;/p&gt;
&lt;p class="MsoNormal"&gt;&lt;strong&gt;Not all of the almuni have been as eager to see the school preserved. &lt;/strong&gt;&lt;/p&gt;
&lt;p class="MsoNormal"&gt;&lt;strong&gt;Jimmy Gaines, a retired city administrator, class of &amp;#8216;67, said in 2002 that Libbey&amp;#8217;s students needed a modern high school. &amp;#8220;The place just doesn&amp;#8217;t meet the needs of the students and teachers anymore,&amp;#8221; he said. &lt;/strong&gt;&lt;/p&gt;

&lt;p&gt;&lt;br/&gt;Toledo resident Donna Cassady said she feels like a blackmail victim when it comes to public school funding.&lt;/p&gt;
&lt;p&gt;School leaders want her and other voters to approve an income tax increase to raise $18 million annually to save popular school programs, including sports.&lt;/p&gt;
&lt;p&gt;Ms. Cassady, a nurse, whose son attends East Broadway Middle School, is tired of tax increases. But if sports and other programs go away, her son will suffer, she said, more students will leave the district, and property values could decrease even more.&lt;/p&gt;
&lt;p&gt;“I feel like we’re being blackmailed,” she said. “Show me, as a mom of a good kid, an athletic kid, who performs well in school, why I shouldn’t take him out of TPS.”&lt;/p&gt;
&lt;p&gt;She spoke during a public hearing last night on the $30 million budget deficit that the school system projects for next fiscal year.&lt;/p&gt;
&lt;p&gt;About 75 parents, school employees, and students attended the meeting at Waite High School. Their comments were recorded for consideration by the Toledo Board of Education.&lt;/p&gt;
&lt;p&gt;Board members must choose from a menu of programs and teaching positions eligible for trimming or elimination because they’re not required by state law.&lt;/p&gt;
&lt;p&gt;The list - which includes laying off more than 300 teachers, closing Libbey High School, and scaling back bus service - has prompted broad protest from the community.&lt;/p&gt;
&lt;p&gt;Before the hearing, a group of community leaders and parents held a news conference objecting to a proposal to merge Lincoln&lt;/p&gt;
&lt;p&gt;Academy for Boys, an elementary school with 147 students, and Ella P. Stewart Academy for Girls, which has 230 students.&lt;/p&gt;
&lt;p&gt;The group said the proposal, which would save $344,000, would be devastating because the students have performed better without the distraction of members of the opposite sex.&lt;/p&gt;
&lt;p&gt;For example, in 2002, the year before Stewart became all-girls, 15 percent of sixth graders there passed the state reading test. Last year, 96 percent passed.&lt;/p&gt;
&lt;p&gt;“With boys, there are distractions,” student Taeyana Willis said during the news conference. “There are boys liking girls, and we don’t get anything done.”&lt;/p&gt;

&lt;p&gt;&lt;b&gt;Organized Neighbors Yielding Excellence Inc. (ONYX), Joins forces with the United States census at the 26&lt;sup&gt;th&lt;/sup&gt; aspiring minority youth conference&lt;/b&gt;&lt;/p&gt;
&lt;p&gt;Toledo, OH, January 30, 2010 will be the first of many joint events with the United States Census stressing the importance of being counted in this extremely important census year.&lt;/p&gt;

&lt;p&gt;·    The United States Census, Toledo Office, and ONYX will kick off their first major event at the 26&lt;sup&gt;th&lt;/sup&gt; Aspiring Minority Youth Conference, to be held on Saturday, January 30&lt;sup&gt;th&lt;/sup&gt; at the University of Toledo Student Union.&lt;/p&gt;

&lt;p&gt;Each year this event attracts more than 1200 students, parents, community leaders and special guests. &lt;/p&gt;

&lt;p&gt;Mr. David Young, Director of Toledo’s Program of Excellence (EXCEL) will have as guest speaker, Ms. Malaak Compton-Rock, President/CEO of StyleWorks, which provides women with services designed to transition from welfare to work.&lt;/p&gt;

&lt;p&gt;ONYX’s Executive Director, Jimmy L. Gaines, Sr. and Board of Directors President, WilliAnn Moore, worked with Bernard (Pete) Culp and Mrs. Margarita De Leon, Partnership Specialists, who felt this would be an excellent opportunity to get the message out to the community.&lt;/p&gt;

&lt;p&gt;Each person will receive literature on the importance of filling out the 2010 census forms and job applicant information.  As an added bonus, we will hand out hats or tee-shirts to become walking advertisements stressing the importance of being counted.  “It’s in our hands”.&lt;/p&gt;

&lt;p&gt;&lt;b&gt;&lt;u&gt;Proposed central city food plant gets another state grant&lt;/u&gt;&lt;/b&gt;&lt;br/&gt;By: Journal Staff&lt;br/&gt;&lt;i&gt;The &lt;/i&gt;&lt;i&gt;Toledo&lt;/i&gt;&lt;i&gt; Journal&lt;/i&gt;&lt;br/&gt;Originally posted 10/13/2009&amp;#160;&lt;br/&gt;&lt;br/&gt;Its planned opening is still years off, but a state lawmaker says it’s a sure thing.&lt;br/&gt;&amp;#8221;This is going to be real,&amp;#8221; state Sen. Teresa Fedor said last week while participating in an announcement of another state grant to benefit the Aunt Minnie’s frozen food manufacturing company.&lt;br/&gt;Announced by Sen. Fedor, Mayor Carty Finkbeiner, the company’s owners and other officials was a state grant of $243,282 to complete phase two of an environmental assessment of nine acres at 215 City Park Ave. – Aunt Minnie’s future home.&lt;br/&gt;Through the efforts of Sen. Fedor and Organized Neighbors Yielding eXcellence (ONYX), mother-daughter owners Minnie Sebree and Claudia Sebree-Pressley have gained the support of the Ohio Department of Development, which helped arrange a $200,000 line of credit with an out-of-town bank and a $100,000 operations grant for new manufacturing equipment.&lt;br/&gt;Sen. Fedor said the track record so far shows the project to bring a manufacturing plant that pays living wages to the central city will succeed.&lt;br/&gt;&amp;#8221;We keep getting awarded,&amp;#8221; she said. &amp;#8221;Every time we apply for something, we’re awarded. Every time someone &amp;#8230; hears about this project, they’re supportive. They see the potential.&lt;br/&gt;&amp;#8221;We’ll keep having press conferences until we see people walking through that new plant,&amp;#8221; the senator added.&lt;br/&gt;The previous press conference at the location – a former industrial site suspected of having petroleum and coal contaminants in the soil – was held slightly more than a year earlier, when the Sebrees announced their intention to &amp;#8221;come home&amp;#8221; to Toledo. Both women live in Toledo but its plant currently is located in Perrysburg.&lt;br/&gt;Not only do the owners of Aunt Minnie’s Food Service – which sells blackberry and peach cobbler, sweet potato pie and cornbread stuffing in several states – intend to move into the central city, they intend to employ residents of the central city.&lt;br/&gt;&amp;#8221;I would categorize this area right here as an area that’s disadvantaged and that needs jobs,&amp;#8221; Ms. Sebree-Pressley said last week.&lt;br/&gt;Still, that is a ways off. Joel Mazur, an environmental specialist for the city, said phase two of the ground contamination study could take eight months. He estimated it would be June of 2010 before an application for a grant to actually remediate the soil will be made, and that a reply from the state might come three months later.&lt;br/&gt;Mayor Finkbeiner interjected when Ms. Sebree-Pressley was asked if the process was excruciatingly slow.&lt;br/&gt;&amp;#8221;What isn’t these days?&amp;#8221; the mayor said. &amp;#8221;There just isn’t the private [investment] money. Everything is going slow. The Marina District, we’ve been working on that for 10 years. Money is just tight.&amp;#8221;&lt;br/&gt;He praised the business owners, who got their start in 1992 by operating a Southern style restaurant named Sebree’s, for sticking to their plan to grow their business.&lt;br/&gt;&amp;#8221;They have been battling and &amp;#8230; they never entertained the thought of surrendering or giving up,&amp;#8221; Mayor Finkbeiner said. &amp;#8221;They are the best and the brightest.&amp;#8221;&lt;br/&gt;The state of Louisiana had tried to talk the women into relocating Aunt Minnie’s there.&lt;br/&gt;&amp;#8221;It’s a very nice place to be but home is where our heart is,&amp;#8221; Ms. Sebree-Pressley said.&lt;br/&gt;Aunt Minnie’s is the only frozen food manufacturer in the United States owned by an African American mother and daughter. It recently hired seven more people for its Perrysburg plant.&lt;br/&gt;&amp;#8221;And we’re going to continue hiring,&amp;#8221; Ms. Sebree-Pressley said. &amp;#8221;And now we’re going to have a state-of-the-art plant.&amp;#8221;&lt;br/&gt;She thanked Sen. Fedor and WilliAnn Moore, the president of ONYX, for their efforts on Aunt Minnie’s behalf. Mrs. Moore, in turn, predicted great things for the company.&lt;br/&gt;&amp;#8221;This plant is going to hire hundreds of people,&amp;#8221; she said.&lt;br/&gt;&amp;#8230;&amp;#8230;&amp;#8230;&amp;#8230;&amp;#8230;..As currently envisioned, the manufacturing plant could be a $5 million investment.
